徐洪才:新常态下国企需挑起创新驱动“大梁”

中国国际经济交流中心信息部主任徐洪才28日表示，当前中国经济正在向新常态转变的过程当中，国有企业应在创新驱动方面挑起大梁。

　　中国社科院财经战略研究院主办、中新社经济部协办的“财经战略年会2014”论坛28日在北京召开，徐洪才在“创新驱动与经济增长”分论坛上作如是表态。他认为，国企现如今存在诸多问题，需要通过改革推动企业创新。

　　“严格讲市场发挥决定性作用限定在竞争性领域，在这个以外的地方不能发挥决定性作用。”徐洪才认为，国企改革首先要对市场化范围进行限定。

　　徐洪才举例称，公益性国企需突出社会效益，不能把商业利益放在首位，自然垄断性国企如让市场发挥作用易产生重复建设，因此二者不适合进行完全市场化的改革，市场化改革只能限定在竞争性领域。

　　就日前热议的“混合所有制改革”问题，徐洪才表示，需统筹协调国企混改和国有资本重新布局之间的关系，有进有退。在参与混改的企业中，改善公司的激励机制、将普通股转化成优先股、对国有股权进行划拨在
